Yup you got it, they fetch the file on your behalf and then later you could get the files from them. The good thing is that you could skip the capctha and the waiting time since they fetch immediately. Also it seem that you can download upto 3 files from one source rather than 1 download at a time.
Fetch.io is simply a great free service.
